If they'll be handled by customers, yes — an unlaminated menu picks up grease and finger marks within a week and looks tired long before the prices change. Matte lamination hides marks better than gloss and photographs without glare. The alternative worth considering is printing on a cheaper stock and reprinting more often, which also lets you change prices freely.
Plan for it rather than fight it. Laminated menus in daily use last a few months before they need replacing. If prices or dishes change often, put the volatile part on an insert or a table tent and keep the laminated menu to the things that don't move — it's much cheaper than reprinting the whole menu each time.
A4 is the default and fits most holders. A3 folded to A4 gives four pages for a fuller list. DL (a third of A4) suits a drinks list or a specials card that stands on the table. Bring your holder's inside dimensions if you already have holders — that constraint beats any general recommendation.
Both are available and they do different jobs. Absorbent pulpboard soaks up condensation, which is what you want under a cold drink, and it's single-use. Coated card wipes clean and is reusable but will leave a ring on the table. Bars normally take absorbent; cafes serving hot drinks normally take coated.
